Amends the Board of Higher Education Act by removing the requirement that State universities submit plans for capital improvements of non-instructional facilities (dormitories, unions, stadiums, parking lots, etc.) to the Board for approval when projects exceed $2 million.

Eliminates the Board's authority to review whether capital improvement projects are consistent with the master plan for higher education and instructional buildings.

Removes the provision that prohibited capital improvements found inconsistent with the master plan by a Board majority from being constructed.

Maintains existing requirements for universities to submit annual budget proposals to the Board by November 15th and continue regular communication between the Board and university presidents.
