Amends the Illinois Vehicle Code to allow the Secretary of State to require an electric vehicle decal instead of a distinctive registration plate for electric vehicles.

The decal would be displayed on standard registration plates available for motor vehicles of the same class as the electric vehicle.

Electric vehicle registration fees equal the standard fee for first division motor vehicles (excluding autocycles, motorcycles, motor-driven cycles, and pedalcycles) plus an additional $100 per year in lieu of motor fuel taxes.

Of the $100 additional annual fee, $1 goes to the Secretary of State Special Services Fund and the remainder goes to the Road Fund.

The Secretary may issue electric vehicle registration plates for an indefinite term corresponding to the general registration plate term under Section 3-414.1.
