Reduces the Alternative Educator Licensure Program for Teachers from 4 phases to 3 phases beginning January 1, 2023, by eliminating the second year of residency requirement

Shortens the validity period of an alternative provisional educator endorsement on an Educator License with Stipulations from 2 years to one year of teaching in public schools

Allows renewal of the alternative provisional educator endorsement for a second year (rather than third year) if needed to complete the Alternative Educator Licensure Program

Requires candidates to pass the State Board's teacher performance assessment no later than the end of the first semester of the second year of residency (if applicable), rather than before entering the second residency year

Takes effect immediately upon becoming law
