Defines "high volume breeder" as an establishment with 6 or more unspayed adult female dogs that sells 5+ dogs annually to brokers/pet shops, sells 40+ puppies annually to the public, or maintains 40+ puppies under 4 months old at any time

Establishes detailed care requirements for high volume breeders including twice-daily feeding per veterinarian guidelines, continuous access to potable water, primary enclosure specifications (minimum 6 inches taller than tallest dog, no stacking), and daily enclosure cleaning

Requires specific flooring standards effective December 31, 2021, including solid floors or slats with gaps no wider than one-half inch, prohibition on metal wire flooring, and solid resting areas for dogs

Mandates at least 30 minutes of daily exercise, daily outdoor access during daylight hours, environmental enrichment, and minimum 15 minutes daily of positive human interaction beyond feeding and cleaning

Limits female dogs to producing no more than 8 litters in their lifetime and prohibits dog brokers and pet shops from purchasing dogs from high volume breeders or equivalent out-of-state breeders without obtaining a signed compliance document
