Prohibits law enforcement officers from maintaining a presence on school grounds unless there is an imminent threat of danger to students or urgent and immediate action is necessary to prevent such danger

Restricts law enforcement from detaining and questioning students on school grounds to situations involving imminent threats or emergency circumstances requiring urgent action

Defines "school grounds" as the real property of an active elementary or secondary school during regular school hours when students are present

Amends existing parental notification requirements (Section 22-88) and adds new Section 22-89 to the School Code regarding law enforcement presence restrictions

Takes effect immediately upon becoming law
