HB5451 Summary

• Prohibits landlords, mortgage companies, rental property owners, and other vendors from charging administrative or processing fees on housing applications submitted by applicants for Emergency Solutions Grant Program assistance.

• Applies to the Emergency Solutions Grant Program (formerly the Emergency Shelter Grant Program) established under the federal Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act.

• Classifies violations of the prohibition as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act.

• Amends Section 2Z of the Consumer Fraud and Deceptive Business Practices Act to include the Emergency Solutions Grant Program Act in the list of acts whose violations constitute unlawful practices.

• Takes effect immediately upon becoming law.
