IL HB5462

Requires sanitary districts to offer two payment options when approving residential property connections to their systems: (1) full upfront cash payment, or (2) a payment plan lasting at least 10 years with no more than 2% annual noncompounded interest.

Allows property owners to notify sanitary districts in writing if these payment options are not offered after connection approval.

Automatically terminates the employment of a sanitary district's chief administrative officer on the 11th day after receiving written notice of noncompliance if payment options are not offered within 10 days.

Leaves the chief administrative officer position vacant after termination, overriding any employment contracts or other applicable law.

Takes effect immediately upon becoming law.
