Requires the Board of Higher Education to establish a minimum salary of $1,333.33 per credit hour for instructors at all public universities in Illinois, including the University of Illinois, Southern Illinois University, and all other public university boards of trustees.

Requires the Illinois Community College Board to establish a minimum salary of $1,333.33 per credit hour for instructors at all public community colleges in Illinois.

Permits the minimum salary to be increased annually based on a cost of living adjustment.

Requires public universities and community colleges to submit annual compliance reports to their respective governing boards, including detailed salary listings for each instructor employed.

Allows institutions to pay instructors above the required minimum salary and exempts the mandate from state reimbursement requirements under the State Mandates Act.
