Amends Section 11-704 of the Illinois Vehicle Code regarding when drivers may overtake and pass vehicles on the right.

Deletes the provision allowing drivers of vehicles with 3 or more wheels to pass on the right on roadways with unobstructed pavement of sufficient width for 2 or more lines of vehicles moving in the same direction.

Retains the permission to pass on the right when the vehicle being overtaken is making or about to make a left turn.

Retains the permission to pass on the right on one-way streets or roadways with one-direction traffic where the roadway is unobstructed and wide enough for 2 or more lines of vehicles.

Becomes effective January 1, 2021.
