Establishes the Outdoor Equity Grants Program administered by the Department of Natural Resources to fund outdoor environmental education experiences for underserved and at-risk populations at state parks and public lands.

Awards grants to local government units, state agencies, and nonprofit organizations prioritizing funding for transportation, logistics, and program operations costs to reach historically underserved communities in urban and rural areas.

Prioritizes funding for programs serving students eligible for free or reduced-price meals, foster youth, and English language learners with curricula aligned to state education standards, environmental stewardship focus, and STEAM integration.

Requires the Department to gather annual data on grant effectiveness and submit reports to the General Assembly including number of children served, grant recipients, partnerships formed, and unmet demand from applicants.

Funds the program through state appropriations and private donations deposited into the Outdoor Equity Grants Program Fund, with program development contingent on adequate funding availability.
