Amends the Environmental Protection Act (415 ILCS 5/15) to require water main-related appurtenances including fire hydrants and valves to be included in the EPA's written approval of water main installation projects.

Requires owners of public water supplies to submit complete plans and specifications to the Agency and obtain written approval before construction of proposed water supply installations, changes, or additions begins.

Specifies that plans and specifications must show all proposed construction that may affect sanitary quality, mineral quality, or adequacy of the public water supply.

Requires new public water supplies established after October 1, 1999 to demonstrate technical, financial, and managerial capacity consistent with the federal Safe Drinking Water Act as a condition for receiving a construction or operation permit.

Mandates that community water system owners and operators maintain all operation-related records, reports, and documents for a minimum of 10 years on premises or nearby, with documents available to the Agency for inspection during normal business hours.
