Replaces references to "personal containers" with "consumer-owned containers" in the Illinois Food, Drug and Cosmetic Act regarding bulk food handling.

Allows restaurants and retailers to fill clean consumer-owned containers brought by consumers if dispensers prevent direct handling of food and containers are clean and sanitary.

Requires consumer-owned containers to be designed and constructed for reuse per Section 3-304.17(B)(1) of the 2017 Food Code.

Mandates restaurants and retailers maintain written procedures to prevent cross-contamination, isolate or sanitize serving surfaces after each filling, and comply with handwashing requirements.

Permits non-food-specific consumer-owned containers to be filled at beverage vending machines and requires the Department of Public Health to provide materials indicating consumer-owned containers are not prohibited under Illinois law.
