Creates a Chicago Fire Department Joint Labor Management Committee consisting of the Fire Commissioner and 7 appointed members: 4 from firefighter union executive boards elected at-large, and 3 sworn CFD members not on union boards.

Committee members serve one-year terms beginning June 1, 2020 and annually thereafter, with initial appointments required within 60 days of the bill's effective date.

Committee must establish minimum guidelines and standards for all personal protective equipment used by CFD members and for qualifications of temporarily appointed supervisors, including employment diversity goals reflecting Chicago's diversity.

Committee-approved guidelines require at least 5 affirmative votes and are binding on the CFD and City of Chicago, except where they conflict with collective bargaining agreements, which control in case of conflict.

City of Chicago cannot regulate the Committee's operations or guideline establishment in ways inconsistent with this provision, which is designated as a limitation on home rule powers under the Illinois Constitution.
