Amends the Counties Code to clarify that fees for certified and non-certified copies of records in third class counties (population exceeding 1,000,000) apply to records maintained in any format, including microfilm, paper, electronic, database, or index

Establishes that counties with a predictable recording fee schedule must charge a standard copy fee under that schedule for certified copies, regardless of the format in which records are maintained

Recording fees for deeds and other instruments remain at $20 for the first 2 pages plus $2 for each additional page, with a $20 minimum

Non-certified copies cannot exceed half the amount charged for certified copies, as established by county ordinance

The $9 Rental Housing Support Program State surcharge continues to apply to real estate-related document recordings, with exemptions for State agencies, local government units, and school districts
