• Requires governing boards of all Illinois public universities and community colleges to grant in-state tuition rates to individuals admitted as refugees or those with special immigrant status who have settled in Illinois.

• Defines "refugee" and "special immigrant" according to federal law (8 U.S.C. § 1101(a)(42) and § 1101(a)(27) respectively).

• Amends tuition provisions for 8 public universities (University of Illinois, Southern Illinois University, Chicago State, Eastern Illinois, Governors State, Illinois State, Northeastern Illinois, Northern Illinois, Western Illinois) and community colleges.

• Effective January 1, 2021.
