HB5579 Summary

• Amends Illinois school funding evidence-based formula to allow district intervention money to be added to base funding minimum for organizational units operating under an Independent Authority or State Board control for at least 4 school years

• Eligible units must have been designated Tier 1 or Tier 2 in previous school year, operate under approved financial planning, and demonstrate sufficient progress in governance, academic growth, and finances

• State Board makes recommendations to General Assembly regarding amount of district intervention money; General Assembly must approve or disapprove by record vote within 30 calendar days or recommendation is deemed granted

• Once General Assembly approves district intervention money, funds are added to organizational unit's base funding minimum each school year thereafter

• Takes effect immediately upon becoming law
