Creates the Automobile Dealer's License Task Force within the Office of the Secretary of State to study licensing and oversight of nontraditional vehicle dealers, including new manufacturers, Internet brokers, and other nonconventional entities.

Task Force composition includes the Secretary of State (Chair), four General Assembly members (appointed by Senate President, Senate Minority Leader, House Speaker, and House Minority Leader), Director of Revenue, Director of State Police, Director of Commerce and Economic Opportunity, Attorney General, representatives from the Illinois Automobile Dealers Association, Alliance of Automobile Manufacturers, a nontraditional vehicle dealer, and an Illinois-based entity seeking alternative licensing models.

Task Force must hold initial meeting within 60 days of enactment and meet at least 2 additional times to conduct study on nontraditional vehicle dealer licensing and regulation.

Task Force shall report findings to the General Assembly by December 31, 2022, with the Office of the Secretary of State providing administrative support.

Section repeals automatically on January 1, 2024, and Act takes effect immediately upon becoming law.
