Amends the Illinois Municipal Code regarding jurisdictional boundary line agreements between municipalities for territory located within 5 miles of the Midewin National Tallgrass Prairie

Automatically extends boundary agreements by 20 years when a third party files an application for annexation, zoning change, or similar development request exceeding 500 acres

Extension triggers apply when the existing boundary agreement expired within the last calendar year or has less than 10 years remaining, and the proposed development is within 2 miles of a jurisdictional boundary line or would require annexing land designated to another municipality

Provisions modify existing boundary line agreements and apply retroactively to applications filed on or after January 1, 2020

Takes effect immediately upon becoming law
