Authorizes the Secretary of State and Illinois Supreme Court to establish a program restoring suspended driving privileges for low-income Illinois residents earning less than $50,000 annually whose licenses have been suspended for longer than 3 months.

Excludes persons whose licenses have been revoked or suspended for driving under the influence (violations of Sections 11-501, 11-501.1, or 11-501.9) from program eligibility.

Allows eligible applicants to apply online through the Secretary of State's website or in person at local Driver Services facilities and grants a daily 10-hour window to operate vehicles for work transportation.

Permits full restoration of driving privileges after 6 months of violation-free driving upon payment of a $50 fee and completion of a free 4-hour driver's education course developed by the Secretary of State.

Requires cooperation between the Secretary of State, Illinois Supreme Court, local law enforcement, Illinois State Police, and circuit court clerks for program implementation; takes effect immediately.
