Creates the Council on Efficient Government, a 7-member body with one state agency executive appointed by the Governor, plus six private enterprise members appointed by the Governor (2), Senate President (2), and House Speaker (2)

Requires the Council to review whether state agency goods and services should be privatized or outsourced to achieve cost savings, and to create a public inventory of commercial activities by June 30, 2021

Mandates business case analyses for outsourcing proposals: contracts over $10 million require Council review 60 days before solicitation; contracts between $1-10 million require 30 days notice; all contracts require final analysis 30 days before execution

Outsourcing contracts must include detailed scope-of-work provisions, performance standards with measurable criteria, contingency plans for contractor nonperformance, public records compliance requirements, and provisions requiring contractors to interview displaced state employees

Exempts Department of Transportation road, bridge, and public transportation construction contracts from the Act's requirements; the Act repeals on July 1, 2030
