• Authorizes the Environmental Protection Agency to use Underground Storage Tank Fund moneys to remove petroleum underground storage tanks that lack an owner or operator and are located on property owned by units of local government.

• Requires the Agency to adopt rules allowing local governments to request removal or corrective action for orphan tanks, including criteria that prioritize sites posing the greatest threat to human health and the environment.

• Prohibits the Agency from taking action on local government requests if a payment priority list exists under Section 57.8 of the Environmental Protection Act.

• Does not limit existing uses of Underground Storage Tank Fund moneys for other authorized purposes under state law.

• Takes effect immediately upon enactment.
