Limits substitute teachers hired through recruiting firms to a maximum of 5 consecutive days when replacing a licensed teacher covered by a collective bargaining agreement

Amends existing School Code provisions governing substitute teacher recruiting firms, which allow school districts with severe substitute teacher shortages to use private recruiting companies

Maintains existing requirements that districts must demonstrate inability to find adequate substitutes and exhaust all other efforts before using recruiting firms

Preserves protections preventing districts from using recruiting firms to circumvent collective bargaining agreements, reduce full-time staff, or hire substitutes during teacher strikes
