Amends the Illinois Vehicle Code to centralize oversize and overweight permit authority with the Department of Transportation for both State and local highways, effective January 1, 2025.

Removes local authorities' ability to independently issue special permits for vehicles exceeding size or weight limits on local roads under their jurisdiction.

Maintains Department authority to issue permits for vehicles that cannot be reasonably dismantled, with discretion to set routes, trip limits, seasonal restrictions, and require security for potential road damage.

Preserves existing exceptions for agricultural commodities, tow trucks, emergency vehicles, and other specialized vehicles with their respective weight allowances.

Eliminates local authority discretion previously granted in subsection (e-1) regarding divisible load weight limits on local highways during specified seasonal periods.
