Extends the Cybersecurity Task Force created by HJR 59 during the 100th General Assembly and reconstitutes its focus and membership to address evolving cyber threats from nation-state actors including Russia, China, Iran, and North Korea.

Task Force shall review ongoing threats to critical infrastructure in Illinois including electrical distribution networks, natural gas pipelines, water systems, and telecommunications, and recommend actions to improve cybersecurity protections.

Task Force membership consists of 20 members including representatives from utilities (electricity, natural gas, water, telecommunications) serving 20,000+ customers, state officials, mayors of major cities, renewable energy and business organizations, and hospital representatives.

Task Force shall submit final report with recommendations to the General Assembly within 18 months of formation, but no later than December 31, 2020, and is dissolved upon filing the report.

Members serve without compensation and include appointees from the Governor, Speaker of the House, President of the Senate, and Minority Leaders of both chambers.
