Creates the Levee and Floodplain Review Task Force to conduct a comprehensive review of state and federal laws governing levees, floodwalls, and water storage areas in Illinois, Iowa, and Missouri

Task Force charged with developing recommendations for long-term management of levees, floodwalls, floodplains, and water storage areas that balance agriculture, industry, public safety, community, environmental, and economic needs

Task Force comprises 22 members including 4 legislative appointees, 4 state agency directors (Natural Resources, Emergency Management, Transportation, Agriculture), and 13 stakeholder representatives appointed by the Director of Natural Resources

Stakeholder representatives include floodplain managers, environmental groups, municipalities along the Mississippi and Illinois Rivers, agricultural associations, and levee district representatives from various river regions

Task Force must complete its report by August 31, 2019, and urges delay of Illinois Department of Natural Resources administrative rule changes (Il. Admin Code Title 17, Part 3700) until that date
