Urges creation of the Illinois Commission on Fiscal Responsibility and Reform via legislation to examine executive agency compliance with established laws, regulations, and best practices.

Commission shall conduct a private sector survey on cost control in state government and advise the Governor, General Assembly, and agency heads on improving management practices and reducing costs.

Executive agency heads must provide the Commission with timely information regarding agency structure, organization, personnel, and operations as permitted by law.

Commission recommendations should focus on discretionary state spending, specific areas for expenditure reduction, and state budget and accounting practices that establish accountability guidelines for recipients of state appropriations.

Commission should be created by legislation to maintain responsibilities across multiple General Assembly terms, with copies of the resolution delivered to legislative leadership.
