Designates Illinois Route 47 as it travels through Gibson City as the "Col. William 'Bill' Campbell Memorial Highway"

Honors William Campbell, born October 24, 1948, who graduated from Gibson City High School in June 1968 and was drafted into the U.S. Army on August 12, 1968

Recognizes Campbell as the first and only casualty from Gibson City, killed in action on August 2, 1969, after less than one year of service

Campbell received the Silver Star, Bronze Star, Purple Heart, Good Conduct Medal, National Defense Service Medal, Vietnam Service Medal, Vietnam Campaign Ribbon, and Combat Infantryman Badge for his actions in Vietnam

Directs the Illinois Department of Transportation to erect plaques or signs at suitable locations notifying the public of the memorial highway designation
