Creates a 22-member Levee and Floodplain Review Task Force to conduct a comprehensive review of state and federal laws regulating levees, floodwalls, and water storage areas in Illinois, Iowa, and Missouri.

Task Force shall develop recommendations for long-term management of the state's levees, floodwalls, floodplains, and water storage areas balancing agriculture, industry, public safety, communities, environment, and economic needs.

Membership includes four legislative appointees (Senate President, Senate Minority Leader, House Speaker, House Minority Leader), four state agency directors or designees (Natural Resources, Emergency Management, Transportation, Agriculture), and 14 members appointed by the Director of Natural Resources representing specific stakeholder groups.

Task Force must conduct public meetings and complete its report by August 31, 2019.

Delays implementation of Illinois Department of Natural Resources administrative rule changes (Il. Admin Code Title 17, Chapter 1, Subchapter h, Part 3700) in the JCAR rulemaking process until August 31, 2019.
