Creates the State Sponsored Health Clinic Task Force to study implementing an employer-sponsored health clinic for Illinois state employees, dependents, and retirees.

Task Force aims to provide quality care and achieve annual savings to the State's overall group insurance costs, which currently total nearly $2 billion annually.

Comprises 9 members appointed by legislative leaders (2 each from House Speaker, House Minority Leader, Senate President, and Senate Minority Leader), plus 1 appointee each from the Governor and the largest state employee union.

Department of Central Management Services shall provide administrative support to the Task Force.

Task Force must submit final report to the General Assembly by December 31, 2019, and dissolves upon filing the report.
