Calls on the 116th U.S. Congress to pass the Dream Act to provide legal protection for undocumented immigrants brought to the United States as minors.

Notes that over 800,000 DACA recipients, including 42,376 Illinois residents, have contributed to society with 60% achieving financial independence and 70% of students pursuing bachelor's degrees or higher.

Cites a 2016 Center for American Progress report showing DACA recipients increased earnings by an average of 42% and would add $281 billion to U.S. GDP over 10 years if granted legal status.

References Illinois's 2011 Dream Act that granted in-state tuition and scholarship access to undocumented students and the 2017 Trump administration's attempt to end DACA (which was blocked by the 9th U.S. Circuit Court of Appeals).

Directs copies of the resolution to be sent to U.S. congressional leaders, both Illinois senators, and the President of the United States.
