Creates a Rural Development Task Force to study conditions, needs, issues, and problems in the agriculture industry and evaluate necessary actions to promote economic development in rural areas of Illinois.

Task Force composed of 9 members appointed by legislative leaders (Speaker and Minority Leader of House and Senate), the Governor, directors of Agriculture and Commerce departments, and representatives from the state's largest agricultural and economic development associations, serving without compensation.

Task Force shall elect its own chairperson, determine meeting and hearing schedules, and set its own agendas.

Department of Agriculture shall provide necessary administrative support to the Task Force.

Task Force must submit final report to Governor and General Assembly by December 31, 2019, and is dissolved upon filing the report.
