Honors William Campbell, who was born October 24, 1948, graduated from Gibson City High School in June 1968, and was drafted into the U.S. Army on August 12, 1968

Recognizes that Campbell was killed in action on August 2, 1969, just under a year into his service, and was the first and only casualty from Gibson City

Notes Campbell received the Silver Star, Bronze Star, Purple Heart, Good Conduct Medal, National Defense Service Medal, Vietnam Service Medal, Vietnam Campaign Ribbon, and Combat Infantryman Badge for his service

Directs the Illinois Department of Transportation to erect plaques or signs at suitable locations marking the memorial highway and to present a copy of the resolution to Campbell's family, the Mayor of Gibson City, and the Secretary of Transportation
