Designates the Utica River Bridge as the "Ralph E. Snell Memorial Bridge" in honor of Private Ralph E. Snell, a World War II veteran

Private Snell served in the 136th Infantry, 33rd Division of the U.S. Army from April 22, 1942 until his honorable discharge on November 24, 1945

On May 6, 1945, during combat in the Philippines, Private Snell single-handedly destroyed an enemy machine gun position, directed the destruction of three Japanese strong points, and led soldiers to capture a hill despite being wounded

Private Snell received the Distinguished Service Cross on June 9, 1946, along with the Purple Heart, Good Conduct Medal, American Campaign Ribbon, Asiatic-Pacific Ribbon with two Bronze Battle Stars, and Philippine Liberation Medal

Requests the Illinois Department of Transportation erect appropriate plaques or signs at the bridge and provide copies of the resolution to Private Snell's family
