Recognizes the Kelli Joy O'Laughlin Memorial Fund and Foundation, which has distributed over 75 scholarships totaling $537,500 to graduating high school seniors in the Chicagoland area

Directs copies of the resolution to be presented to Kelli's family, the Illinois Toll Highway Authority, and the Kelli Joy O'Laughlin Memorial Fund
