Creates the Medicaid Buy-In Task Force to study the feasibility of allowing Illinois residents to purchase Medicaid coverage

Task Force must determine current uninsured population numbers, compare private insurance costs to Medicaid managed care plans, and estimate how many uninsured residents would enroll in a buy-in program

Task Force must estimate potential federal financial subsidies and total state costs including administrative expenses for creating a Medicaid buy-in option

Consists of 17 members serving without compensation: Director of Healthcare and Family Services (chair), 8 legislators appointed by legislative leaders, and 8 Governor appointees representing Medicaid advocacy groups, service providers, and health plans

Task Force must meet at least monthly and submit final report to Governor and General Assembly by December 31, 2020, after which it dissolves
