Local roads comprise over 88% of Illinois's public road mileage while carrying approximately 40% of statewide traffic.

Illinois Department of Transportation reduced the Needy Township program allocation by almost half following the FY18 budget enactment and cut other local government grants by nearly $50 million statewide.

The Needy Township program previously provided $10 million annually to townships and road districts that levied maximum tax rates but lacked adequate revenue to meet minimum per-mile funding levels.

House urges Illinois Department of Transportation to allocate a higher percentage of all new revenues and transportation investments toward local roads to address decades-long funding reductions and deteriorating road conditions.

Resolution directs delivery of suitable copy to Secretary of Transportation and Governor.
