Urges every Illinois municipality using lead service lines to develop a comprehensive plan with short and long-term steps to fully eliminate lead pipes from drinking water systems.

Requires lead service line replacement plans to prioritize reducing exposure to children and address the needs of low-income and underserved communities equitably without regard to income, race, or ethnicity.

Mandates that municipalities identify and secure funding for lead service line removal and replacement through capital improvement plans, grant programs, and other available funding sources.

Acknowledges that Illinois has an estimated 385,000 lead service lines in Chicago alone (three times more than any other U.S. city) and over 400,000 statewide, with more than 7,000 children having elevated blood lead levels as of October 2018.

Emphasizes that lead service line replacement initiatives must incorporate input and inclusion of impacted residents and community organizations in decision-making and priority-setting processes.
