Acknowledges that trauma victims can bleed to death within five minutes and that the program teaches citizens military and first responder bleeding-control methods including use of tourniquets, dressings, and hemostatic agents

Notes that approximately 45 million Americans lack access to an appropriate trauma center within one hour of being injured, requiring enhanced trauma care resources and training

Declares May 23, 2019 as "Stop the Bleed Day" in Illinois and encourages all citizens to participate in the initiative and learn about bleeding control measures
