Declares April 2019 as Elgin Earth Month to promote environmental awareness and sustainability practices in the City of Elgin.

Recognizes the Elgin Sustainability Commission's creation of the 2019 Elgin Earth Month Planning Committee to expand Earth Day into a month-long community initiative.

Acknowledges over 20 events, activities, and projects hosted by diverse organizations including the Gail Borden Public Library District, Elgin Township, and Elgin Community College throughout April.

Notes that environmental advocates Xiuhtezcatl Martinez and Renee Scheltema will participate in educational programs during the month-long initiative.

Encourages all Elgin citizens, businesses, and institutions to celebrate the Earth and promote environmental protection and stewardship during April 2019.
