Encourages Illinois State Board of Education (ISBE) and Illinois Community College Board (ICCB) to include in the State's Perkins Plan a funding methodology that incentivizes completion of aligned career and technical education (CTE) course sequences, early college credit, and work-based learning extending from high school into postsecondary education.

Directs ISBE, ICCB, and Illinois Workforce Innovation Board (IWIB) to expand equitable access to high-quality career pathway systems across Illinois and align the Perkins and Workforce Investment Opportunity Act (WIOA) plans with priority occupational areas.

Requires agencies to include program quality indicators addressing dual credit and work-based learning, and to incentivize innovative regional career pathway models through Perkins Reserve funding.

Mandates ISBE, ICCB, and IWIB assess administrative capacity to support local programs, maintain accurate data, modernize course coding frameworks, and propose funding mechanisms in their Perkins and WIOA Plans.

Requires ISBE, ICCB, and IWIB to report to the General Assembly and P-20 Council by December 1, 2019 on how draft Perkins and WIOA plans address these recommendations, with P-20 Council making further recommendations by February 29, 2020.
