Establishes the State's Attorney Proper Funding Task Force to study current funding levels of state's attorneys' offices in Illinois and their ability to effectively prosecute cases and protect the public.

Task Force shall study optimal funding for state's attorneys' offices and make recommendations to improve funding across the State.

Task Force composition includes 10 members appointed by the Governor within 30 days: two assistant state's attorneys from Cook County, five state's attorneys or assistants from other counties, two circuit judges experienced in criminal law (one from Cook County, one from outside), and one representative from the State's Attorney Appellate Prosecutor's Office.

Task Force shall hold minimum of one public hearing per month to take testimony from state's attorneys, crime victims, and other relevant parties; Office of State's Attorney Appellate Prosecutor shall provide administrative support.

Task Force shall submit a final report with findings and recommendations to the Governor and General Assembly by December 31, 2020, and is dissolved upon filing the report.
