Congratulates Dr. Serena L. Preston on her retirement from the Illinois School for the Visually Impaired effective June 30, 2020.

Recognizes Dr. Preston's more than 20 years of service as an educator and administrator advocating for blind and visually impaired students in various roles including classroom educator, principal, and superintendent.

Acknowledges her educational credentials including a bachelor's degree from MacMurray College, master's degree in Special Education from Illinois State University, and doctorate in Educational Leadership from University of Illinois at Urbana-Champaign.

Highlights her extensive professional involvement with organizations including the Association of Educators and Rehabilitation Specialists for the Blind, Council of Schools for the Blind, Illinois Principals Association, and service as an American Printing House for the Blind Ex-Officio Trustee.

Commends her active community service in Jacksonville including work with the 4-H Program, Area Transition Planning Council, and theater and music productions.
