Illinois House of Representatives congratulates James H. "Jim" Norris on his retirement as village manager of Hoffman Estates after 22 years of service beginning in March 1998.

Norris is the longest-serving village manager in Hoffman Estates' 60-year history and previously served as assistant village manager in Palatine (1983-1987) and Schaumburg (1987-1988), and city manager of Gladstone, Missouri (1988-1998).

Under his tenure, Norris brought economic development to Hoffman Estates, including instrumental work on the Prairie Stone Business Park expansion and the transformation of the former AT&T headquarters into the mixed-use Bell Works "metroburb."

Norris has served as an adjunct professor of public administration at Northern Illinois University and as an adjunct instructor at Northwestern University and Park College in Kansas City.

Norris has held leadership positions in numerous organizations including the Northwest Central Dispatch Board, Joint Action Water Agency, Joint Emergency Management Agency, and Metropolitan Manager's Association.
