Commemorates the 40th anniversary of the founding of Solidarnosc (Solidarity) trade union in Poland on August 31, 1980.

Recognizes the historical context of worker protests in Poland during the 1970s-1980s, including the firing of shipyard worker Anna Walentynowicz and the subsequent strike at the Gdansk Shipyard on August 14, 1980.

Acknowledges that the Gdansk agreements signed on August 31, 1980 between the communist Polish government and striking workers legalized the Solidarnosc trade union and established it as a symbol of nonviolent resistance to communism in Eastern Europe.
