Honors the passing of Lt. Col. Richard Eldon Maxwell, born June 11, 1931 in Portland, Indiana.

Recognizes his military service in the U.S. Air Force and Tennessee Air National Guard, achieving the rank of Lt. Colonel and earning the Distinguished Service Ribbon, Vietnam Gallantry Ribbon with Palm, and Air Force Commendation Medal.

Acknowledges his distinguished career at Royal Insurance Company in Nashville and Michigan, where he earned Man of the Year in 1968 and was rated the number one state agent in the U.S., and later served as President of the Chicago Board of Underwriters until retiring in 2000.

Notes his service as an Air Force ROTC Liaison Officer at the University of Illinois, qualifying more ROTC scholarships than any other liaison officer and five cadets for the Air Force Academy.

Extends condolences to his surviving family including his wife Florence Gail Cranch Maxwell (married 65 years) and children Gail Allison, Miriam Elizabeth, and Diana Claire.
