Honors Dwain P. Williams of Chicago, who passed away on December 3, 2020, at age 65.

Recognizes his 26-year career with the Chicago Fire Department (1992-2017), serving as Emergency Medical Technician, CAD Computer Instructor, and eventually as lieutenant, retiring from the Office of Emergency Management and Communications.

Acknowledges his military service in the U.S. Army starting in 1976 with the 501st Signal Battalion of the 101st Airborne Assault Division, earning multiple commendations and expert badges.

Notes his community contributions as mentor to at-risk youth for over 10 years, instructor with Chicago Park District, and teacher of computer and physical education at St. Philip Neri School.

Extends condolences to his surviving family: wife Karen Armstrong-Williams, four children, grandchildren, great-grandchildren, and siblings.
