Amends House Rule 1 to add the election of a Parliamentarian as a first item of business before the Speaker is elected at the start of each General Assembly.

Requires Parliamentarian election to receive a majority vote of all elected members, with at least 10 affirmative votes from both the majority caucus and minority caucus.

Specifies the Parliamentarian serves as an advisor to the Secretary of State and House members and may be retained continuously until a Speaker is elected; this provision cannot be suspended.

Establishes that the Parliamentarian election must occur before any Speaker election takes place, and no legislative measures or committee appointments may proceed until a Speaker is elected.

Provides that when a Speaker vacancy occurs and the Secretary of State is from the opposing party, the Majority Leader shall preside over nominations and elections for the successor Speaker.
