Establishes minimum freight train crew size of at least 2 individuals for any rail carrier operating trains or light engines used in freight movement.

Minimum crew size requirement remains in effect until a federal law or rule on the subject is adopted.

Illinois Commerce Commission has authority to conduct evidentiary hearings, make findings, and issue and enforce orders regarding freight train crew size compliance.

Exempts trains operated by hostler services or utility employees from the minimum crew size requirement.

States public policy that adequate railroad operating personnel are critical to ensuring operational safety, security, and supporting first responder activities during hazardous material incidents or mechanical failures.
