Requires group and individual health insurance policies and managed care plans to cover evidence-based treatment for serious mental illnesses and serious emotional disturbances in early stages, including assertive community treatment, community support team treatment, and first episode psychosis treatment.

Mandates payment for bundled treatment services be based on the complete treatment model rather than individual services, with disability or functional impairment not required as a precondition for coverage.

Presumes medical necessity for treatment following psychiatric inpatient hospitalization if recommended by licensed physicians, clinical psychologists, professional clinical counselors, or clinical social workers.

Applies coverage requirements to state employees, counties, municipalities, schools, health maintenance organizations, and voluntary health services plans through conforming amendments to multiple Illinois codes.

Renders the coverage mandate inoperative if federal regulations require the State to defray costs, and the State assumes no obligation for coverage costs in such cases; takes effect immediately upon enactment.
