Creates new Section 4-110.2 requiring fire chiefs of secondary employers to report any injury, illness, or exposure of secondary employee firefighters to the primary employer's pension fund within 96 hours of occurrence, following NFPA 1500 Standard recommendations.

Defines secondary employers as municipalities with 5,000 or more inhabitants that employ firefighters while those firefighters continue earning service credit with a primary employer's pension fund.

Requires secondary employers to annually report all hours worked and wages paid to secondary employee firefighters to the primary employer's pension fund within 30 days after the end of each fiscal year.

Clarifies that secondary employees cannot qualify for benefits or creditable service from their secondary employer employment.

Exempts the State from reimbursement obligations for mandates created by this Act under the State Mandates Act.
